This site contains the advocacy efforts of Mark Baker in his personal capacity. Below is a list of regulatory petitions and lawsuits filed by Mr. Baker in an effort to compel government agencies and private companies to comply with the law and to protect the public from harm.
Bay Lights 360
The Bay Lights 360 involves the installation of 48,000 animated, blue-rich LED lights on the San Francisco-Oakland Bay Bridge. This project involves alleged fraud, conspiracy, and perjury. Mr. Baker has filed multiple lawsuits to compel the government to comply with the law.
Liveview Technologies, Inc.
LVT uses blue LED strobe lights to arbitrarily deter would-be customers, in violation of the Americans with Disabilities Act and California Unruh Civil Rights Act.
City of Woodland
The city uses unlawful auxiliary vehicle flashing lights. NHTSA prohibits their use and the ADA requires effective communication for individuals with disabilities.
Yolo County and Zipline International
The county uses an unlawful pay-to-play permitting scheme whereby a company such as Zipline International can pay Yolo County to essentially buy a “ministerial” designation instead of having to comply with CEQA requirements. Mr. Baker filed a lawsuit to compel CEQA compliance.
NHTSA and FDA – Headlights
NHTSA and the FDA are mandated by 21 U.S.C. 360ii to establish and maintain a liaison to test and evaluate LED headlights to ensure that they are biologically safe. Mr. Baker filed a federal lawsuit to compel the agencies to test and evaluate LED headlights via a collaboration.
